If you saw this error message from the system, it means this is a subject course of a certain major and during this phase (until 2020-02-21) it's only available for students of this major. There might be some extra seats (elective number) released for non-major students during this phase, but very limited. 

You may try to register for it during next phase (2020-02-24 to 2020-03-09), by that time it will be opened to all undergraduate students (if there're still seats available).
